But how to know if the game is balanced ? Battlenet with the help of Dustin Browder (StarCraft II director), David Kim (Designer) and others made a small chart representing the win rate among all races. See the numbers below:

Of course they think on individual player skill and others aspects of the game before launching a new patch.
But one indicator of unbalanced race is the disproportional win rate.
In theory if the win rate between races reach near 50% then it's quite balanced. If the races is well balanced the diference in the win rate should not be bigger than 5%.
Well, the case suggest that protoss has a better win rate than Zerg so the new patch could fix this unbalanced gameplay.The main effort of the Blizzard team is think in one sollution that corrects the TvP without unbalancing PvZ that is very well balanced.
